Our Father's purpose in the New Covenant is to bring many sons into glory. As this happens, a divine union between God and man takes place. Our Lord Jesus prayed for this to happen. (John 17:20-23) Our yes or no should be born of a personal counsel with the One who has promised to give wisdom to all who ask. If this has been properly done, our yes and no will be born of the bond of our relationship with the indwelling Christ, Who never leaves us or forsakes us.
I believe that the kingdom "Urim and Thummim" (Exodus 28:30) are the divinely inspired YES and NO ... most of the time being expressed by peace or lack of peace.
